The Ibero-American Council of the University of Fifteen, representing more than five hundred publishers, is a collective and a collective of regional cooperation and quality, open, inclusive and expressive in other languages ​​of the region.

The undersigned organizations include the Association of University Presses of Latin America and the Caribbean (EULAC), Associação Brasileira das Universitárias Publishers (ABEU), Argentine National University Press Network (REUN), Argentine Private University Press Network (REUP), Chilean University Press Network (REDUCH), Ecuadorian University Press Network (REUDE), Network of Universities and Academic Presses of Peru.The Network of El Salvador Academic Publishers (Exlibris), the Network of University Presses of Mexico (Altexto), the group of University Publishers of the Association of Jesuit Universities in Latin America (Ausjal), the Council of Latin American Academic and Scientific Regional Cooperation and agrees to ratify the constitution of the Ibero-American Council of Universities and Professional Publishers (CIEUA).

This opinion has been prepared with the aim of continuing and structuring the Guadalajara Agreement, signed on Wednesday, December 4, 2024 at the Guadalajara International Book Fair by more than five hundred university and scientific publishers from Ibero-America, as an expression of the shared commitment to quality, open, inclusive and Portuguese science.

CIEUA was established as a permanent space for regional cooperation to:

A. Promote Spanish and Portuguese as scientific languages, to guarantee their presence, evaluation and circulation in evaluation systems, indexing and global distribution.

B. Open access, linguistic capital and visibility of knowledge obtained in Ibero-American universities and research centers.

C. To illustrate efforts to create a common academic corpus in the languages ​​of the Ibero-American region, which expresses cultural, scientific and cognitive diversity.

D. Promoting innovation in academic publishing that includes the ethical use of systems, tools and technologies, such as artificial intelligence.

E. Promote research in the field of Ibero-American academic publishing, at national and regional levels, as a tool to generate strategies and promote development.

F. Integrate relationships with public organizations and scientific evaluation agencies.and contribute to improving the quality standards and legitimacy of the editorial team.

G. Reviewing agreements with strategic allies to ensure access to the educational and scientific environment for all students in the world.

H. Act as an interlocutor with national and international organizations and agencies to promote strategic agreements that strengthen the common goals of national networks and associations of universities and academic publishers in the region.

Initial route of strategic cooperation

1. Quality and Good Practices.Sealing of academic books and journals involving quality accreditation and research centers by national assessment agencies (Academic Publication Quality) and DPARE (Academic Excellence).

2. Iberero-American Dictionary School Tips and University of the Economistic Economistic Estery and Buyers.

3. Connected.To strengthen this program that promotes the communication of knowledge through the organization of special records and catalogs, and tries to provide relationships between authors, editors, distributors, booksellers and readers.

4. Open access.Designing strategies and promoting collective projects such as an editorial platform for publishing that facilitates open access.

5. Academic Journals.To create an Ibero-American project of academic journals in Spanish and Portuguese and to guarantee accessibility, efficient circulation and use of ethical standards in periodicals including Diamond Way.

6.Research studies in Lip.Consolidation of Ibero-Amaining Publishing Studies Awareness, which provides information on content processing and publishing processes, distributes with appropriate organizations and partners, and influences the impact of studies in the US Ibero-Userication region.

7. Discussions and book fairs.The joint planning of the professional publication of the professional events of the restaurants and the international ones on promotion strategies, such as the dissemination of books through the joint laws that make the joint projects visible.

8. Get involvedCreating a collaborative system through publishing and common information to promote the publication of research results and dissemination of activities between organizations and university networks and publishers.Ibero-American

9. Editorial Mobility and Training.Rise of mobility programs for editors and editors technicians, aimed to improve training, sharing experience and promote good practices in academic and scientific publishing.

COIEUUA is a Council created to facilitate the achievement of the various objectives stated in this document.Its main role is to determine the way, the vision and the common goals and objectives in their plans, helping the people of the country.It is made up of seven, two representatives from the Penian Peninsula and five from Latin America, who will be organized as follows: Union of Spanish University Publishers (UNE);one from the Portuguese Association of Higher Education Publishers (plan);Four from the Latin American and Caribbean Association (Eulac) and the Brazilian Association of University Publishers (Abou).The instructions will work for one time, and can be extended for an equal time.

CE holds periodic meetings where joint projects and activities are democratically created and agreed upon.Also, the working committees can result in solving the strategic priorities defined by the members and in collaboration with the network of university offices.

CIEUA is conceived as a space for the integration, articulation and projection of science in Ibero-America, supporting the networking of all associations and national networks of university editors in Ibero-America committed to sustainable development, scientific sovereignty, recognition of multilingualism and the democratization of knowledge.

With this event, the Signature Networks and the association announce the introduction of the Ibero Council of Universities and Dissemination All Publishers and Regions that unite the Share of All Sciences in Spanish and Portuguese.
